Rework the ant build process for NT/Windows
Change so that
build.bat is used just to build ant itself.
ant.bat should be used to run ant for other projects.

Allow the use of the JAVACMD environment variable in ant.bat to modify
how ant's JVM is invoked.
This aligns ant.bat with the ant shell script version.
