Add java1.5 system proxy support, as per bug 36174.
I do not see any evidence of this working on my kde/linux system; I will check out and test on Windows.Other tests on other platforms welcome.

Removing some gratuitous XHTML-isms. They still break JavaHelp, alas, and the manual is anyway not even strictly
formatted plain HTML, much less XHTML.
