  116. <p>Below is the text of the proposal that has been accepted by
  117. the Ant PMC. Further amendments are expected.</p>

  119. Proposal to Create a Ant-Libraries Sub-Project in Apache Ant
  120. ============================================================
  121. (0) rationale
  122. Ant itself has accumulated lots and lots of tasks over time. So many,
  123. that Ant developers have become reluctant to adding new
  124. task. Furthermore any new task in Ant would be tied to Ant's release
  125. schedule which is too slow for a thriving, fresh piece of code.
  126. The proposal allows Ant tasks and types to be developed under the Ant
  127. umbrella by Ant developers but have much shorter release cycles than
  128. Ant itself. In addition it would new committers who would have commit
  129. access to a single Ant library instead of the whole of Ant.
  130. (1) scope of the subproject
  131. The subproject shall create and maintain libraries of Ant tasks and
  132. types. Each library will be managed in the same manner as the Ant
  133. project itself, the PMC is ultimately responsible for it.
  134. Common Java libraries that only happen to provide Ant tasks as well
  135. are out of scope of the subproject. Providing the tasks or types has
  136. to be the primary goal of the library.
  137. To further this goal, the subproject shall also host a workplace for
  138. Ant committers.
  139. (1.5) interaction with other subprojects
  140. (1.5.1) the sandbox
  141. The subproject will host a SVN repository available to all Ant
  142. committers as a workplace for new Ant libraries.
  143. Before a library can have a public release it has to get promoted to
  144. the &quot;proper&quot; Ant libraries subproject. This also means it has to match
  145. the requirements of an Ant library as defined in section (4) under
  146. Guidelines below.
  147. The status of any library developed in the sandbox shall be reviewed
  148. after six months and the library gets either promoted or removed - or
  149. it has to be re-evaluated after another six months.
  150. (2) identify the initial source from which the subproject is to be populated
  151. Some Ant committers have developed tasks or libraries inside of the
  152. Ant CVS module under the proposal/sandbox directory. Committers are
  153. free to move them over to the new sandbox subproject or remove them
  154. completely.
  155. Libraries expected to move to the sandbox subproject initially are
  156. * the .NET tasks under proposal/sandbox/dotnet
  157. * the Subversion support tasks under proposal/sandbox/svn
  158. (3) identify the initial Apache resources to be created
  159. (3.1) mailing list(s)
  160. None. At least at the beginning we don't expect too much traffic and
  161. the existing mailing lists of the Ant projects will be used.

  196. (4) identify the initial set of committers
  197. All current Ant PMC members plus the active Ant committers who are not
  198. PMC members yet.
  199. Guidelines
  200. ----------
  201. Note:
  202. * is, has, will, shall, must - required.
  203. * may, should, are encouraged - optional but recommended.
  204. (1) The primary unit of reuse and release is the Ant library.
  205. (2) The library is not a framework or a general library but a
  206. collection of Ant tasks and types.
  207. (3) Each library must have a clearly defined purpose, scope, and API.
  208. (4) Each library is treated as a product in its own right.
  209. (4.1) Each library has its own status file, release schedule, version
  210. number, QA tests, documentation, bug category, and individual
  211. JAR.
  212. (4.2) Each library must clearly specify any external dependencies,
  213. including any other libraries, and the earliest JDK version
  214. required.
  215. (4.3) Each library must maintain a list of its active committers in
  216. its status file.
  217. (4.4) The libraries should use a standard scheme for versioning, QA
  218. tests, and directory layouts, and a common format for
  219. documentation and Ant build files.
  220. (4.4) Each library will be hosted on its own page on the subproject
  221. Web site, and will also be indexed in a master directory.
  222. (4.5) Volunteers become committers to this subproject in the same way
  223. they are entered to any Apache subproject.
  224. Once the required infrastructure is in place, volunteers may
  225. become committers for a single Ant library only.
  226. (4.6) New libraries may be proposed to the Ant dev mailing list. To be
  227. accepted, a library proposal must receive majority approval of
  228. the Ant PMC. Proposals are to identify the rationale for the
  229. library, its scope, the initial source from which the library is
  230. to be created, and the initial set of committers.
  231. (4.7) As stated in the Ant guidelines, an action requiring majority
  232. approval must receive at least 3 binding +1 votes and more +1
  233. votes than -1 votes.
  234. (4.8) Each Ant library needs at least three committers, at least one
  235. of them has to be an Ant PMC member.
