I'm sure that my changes in most cases are of the paranoid type,
ResourceUtils and FixCRLF look as if they really had a chance of
running into trouble.

Tasks in task containers are not configured until they are used.
Other elements in Task containers (which is now supported by 1.6)
will be configured when the task container itself is configured.
Remove override in Sequential as it is no longer necessary

The test relies on the order of attributes ( cr set before eol ). Probably
other tasks are in the same situation.
The original change tried to reduce the dependencies on SAX - we may
use DOM or direct API calls in future, and the code will become very
complex. I just used the same thing that SAX is using ( 2 Vectors to
preserve the order ). We could also pick one ( SAX2 attributes ) and use
it in all cases.

The attributes are just stored in a Hashtable, you can construct the
UE/RC tree without using any SAX at all.
I added @deprecated tags to the SAX1 attributes as well.
Also added a (harmless - I hope ) Serializable interface to RC, and
transient to the fields that don't need to be serialized.

(1) Make sure all years in which a file has been modified are
listed.
(2) Make sure the format is consistent, i.e. separate consecutive
years with a dash, not a comma.
Also: the initial checkin into this CVS module was in 2000, not 1999.

This has a lot of consequences, most notably those listed in
WHATSNEW. This also affects the behavior of several other tasks like
<available> who will now do their job at runtime instead of parser
time as well.
I've changed the version number in build.xml to reflect this bigger
change.
