to be a clock granularity problem where the output and the stylesheet
both have the same timestamp. I have change the test in XSLTProcess to
run the xslt in this case. Also added a more meaningful message

Rather than using reflection I have created a JDK 1.2+ specific
subclass of the AntClassLoader. This has necessitated replacing
direct construction of the classloader with a factory method in
Project. This factory method will attempt to create the new
class loader dynamically and then fall back to the current version if
the new loader is not available.
Existing users who construct the classloader directly will continue to
work as at Ant 1.5 - i.e. no package information is created. All Ant
code (except classloader) uses the new factory method

(xsltc, xalan, saxon...) and to specify processor specific settings.
TraxLiaison has been completely refactored because the factory
needed to be created once everything was set up.
I don't think it is final state since it might be better to specify factory attributes
and element in a <factory> element rather than how it is now.
XSLTProcess starts to bevery difficult to read with all the inner classes as well...

Refactor context class loader methods into a utility class

Rename xcatalog to XMLCatalog

XML DTDs. This allows such info to be shared among a number of different
tasks such as XMLValidate, ejbjar, style, etc.
Also checkstyle cleanup of the affected files.

Updating the majority of the rest of the tasks with the XDoclet tags. The generated defaults.properties is *almost* the same as the current hand maintained one!

include patterns - even children that are themselves directories.
Throw in a check that the thing we want to transform is not a
directory and an attribute to avoid this non-standard (among directory
based tasks) behavior.
