This fix includes some fixes for config.h.win32 that was generating
some compiling errors on MinGW64 and also fix CMakeLists.txt in order to
give better support to MinGW and MSYS2

Define JSON_C_HAVE_INTTYPES_H in json_config.h.win32 only

* Add ifdef C++ extern "C" to headers
  * Use simpler definition of min and max in bits.h
