Refs #338. Added OPENBLAS_VERBOSE environment variable on runtime
By default, OpenBLAS doesn't output the warning message. You can set
OPENBLAS_VERBOSE (e.g. export OPENBLAS_VERBOSE=1) to enable the warning
message on runtime.
